Abstract

The Department of the Prime Minister and Cabinet is leading the whole-of-government commitment to reduce regulatory burden. As part of this work, a Regulator Performance Framework was developed which establishes a common set of six Key Performance Indicators (KPIs) for all Commonwealth government regulators. All regulators subject to the Framework must self-assess their performance once every 12 months with the results to be made publicly available. The first self-assessment report is for 2015-16. For the Great Barrier Reef Marine Park Authority, the Framework covers its permission system, traditional use of marine resources agreements, plans of management and compliance activities under the Great Barrier Reef Marine Park Act 1975; and its administration, as delegate, under the Environment Protection (Sea Dumping) Act 1981. The Authority has used a four-point rating scale to assess performance against each of the six KPIs. The scale is consistent with that used for the independent assessments of management effectiveness conducted for both the Great Barrier Reef Outlook Reports and the Strategic Assessment of the Great Barrier Reef Region.
