Review of the environmental management charge

Abstract

Aims of the review are: 1. To undertake an independent examination of the current structure and legislation of the EMC; to assess their administrative workability; to evaluate the EMC's success in raising revenue and the fairness of its application to the spectrum of payers. 2. To make recommendations for improvements to the charging structure including recommended wording for legislation to address any inequalities in the current structure and where necessary, make recommendations for improvements to the administrative structure, system and methodology to streamline processing of the payments, increase efficiency and remove inequities.
