Non-government expenditure on activities related to the Great Barrier Reef is increasing at about 10% per annum in real terms. Already, this expenditure amounts to about $1000 million per annum. High rates of development are only sustainable if the natural resources on which development depends are themselves sustained. This is the essential message of the World Conservation Strategy and the National Conservation Strategy for Australia.en
