Terms of Reference: 1. To review the Great Barrier Reef Marine Park Authority's crown-of-thorns starfish research program with reference to the recommendations made by Professor D. T. Anderson in his 1989 report to Senator Richardson; 2. To make recommendations on the provision of additional funds for the program. This 1991 document includes 14 conclusions and recommendations.
